(A-O Newswire) -- On Thursday, October 1, diplomats from the U.S., Britain, France, Germany, Russia and China (known as the P5+1 group) met in Geneva, Switzerland with Iranian diplomats to discuss Iran's nuclear program. The talks went better than mnay expected. There had been much speculation that the Iranians would make an opening statement and then walk out, but that did not happen. It appears that in the prior 48 hours, the Iranian leadership began to soften its negotiating positions.
The critical subject of Iran's uranium enrichment program was skirted during the days talks but Iran agreed to a major demand to allow inspectors from the UN to conduct inspections at a previously secret Iranian nuclear facility, which Iran claimed was still under construction and not yet functional. The Iranians had written a letter two weeks ago advising the UN for the first time of the existence of this facility. It is a facility buried inside a mountain, surrounded by an Iranian military base near the holy city of Qom. The Iranians agreed to allow the UN inspectors, unfettered access to the entire facility. This was a major demand made by the P5+1 group.
During the talks, discussions revolved around an older nuclear reactor in Tehran that has been used for nearly 20 years to provide for nuclear medicine usage. This calls for uranium to be enriched to nearly 20 percent. The current uranium load is about exhausted and needs to be replaced. A proposal was made to allow Iranian low grade uranium to be transferred to Russia for enrichment processing to medical levels and then shipped to Iran for Iran's nuclear medicine facility. The Iranians agreed to this proposal "in principle" but Tehran must approve.
The a U.S. diplomat and an Iranian negotiator met on the side during a lunch break and talked for 45 minutes. The conversation was reported to be cordial and sincere.
Much of the afternoon was spent in 'casual conversation' between the delegations before resuming the official "plenary" session for a short time to deliberate what would be the next follow up steps.
The meeting concluded with agreements to meet again in two weeks and again at the end of the month. Within the next two weeks, Iran is required to allow UN inspectors to carry out inspections of the newly announced mountain facility near Qom. The mid-month meeting will focus primarily on that inspection effort, but a full inspection report will not be ready until the end of the month when the report will be officially and formally presented to the negotiating teams.
Many experts, familiar with the Iranian nuclear program and Iranian diplomacy believe that the Iranians fulfilled their goal of continuing to string along the internatinational community.
The subject of Iran's continued uranium enrichment for weaponization was never breached during the talks. Thus, a confrontation was avoided. Given the newly laid out agenda for this month's talks, no such confrontation will likely develop until at least the end of the month.
There are numerous experts who expect that Iran will be able to drag out the talks for at least another six to nine months before things come to a head. It is also believed that the Iranians are confident that no severe sanctions will be imposed or if they are, Iran will be able to "work around" such sanctions by counting on Russian and Chinese support.
Implications For Israel
The manner in which the talks have developed will surely handcuff any Israeli notions for military strikes in the near future. It would seem that for now, any Israeli military option remains sidelined while the talks are in progress. This means that rumors of Israeli strikes being conducted in October are unfounded.
Israel is already under the severe scrutiny of the UN for Israeli conduct during its Gaza military clash last January. A special UN investigation into allegations of Israeli war crimes has put together a pending report. There are insider sources leaking conclusions from the report which allegedly concludes Israeli attrocities were indeed crimes against humanity.
The investigative committee however has voted to delay presentation of that report to the UN until next spring. This amounts to a threat hanging over Israeli leaders for potential criminal charges in the International Court being brought against Israeli leaders.
With such a potential threat, Israeli leaders are probably not going to risk further antagonism or further charges by launching pre-emptive military action against Iran's nuclear facilities.
